SystemSettingsAdminFlows.exe – Windows cannot access the specified device path or file

We have recently seen this issue crop up quite a lot, especially when using Windows Server 2016 or Windows Server 2019 or even Windows 10.

The problem seems to rear its head when you try to change a setting on a user account that was not the original administrator – most likely the local Administrator account and when logging on with a Domain Administrator or a domain user that is an additional local administrator you will get an error prompt with the message above.

The problem relates to UAC and the Admin Approval Setting.

The fix is easy. The method to resolve the issue is to:

  1. Click on Start > Run.
  2. Type in secpol.msc and press Enter.
  3. Security Policies will then appear and go to Local Policies > Security Options.
  4. Scroll through the options on the right until you get to User Account Control: Run all administrators in Admin Approval Mode and Enable.
  5. Now Restart and the issue will be resolved.
